Static libraries are not included in the XSD .msi installer (too big).
But you can get them in the binary distribution from the Xerces-C++
website:

http://xerces.apache.org/xerces-c/download.cgi

Or you can build them yourself if you installed the Xerces-C++ source
code during XSD installation.
