[xsd-announcements] XSD 4.0.0 in Debian

Hi,

Thanks to Jörg Frings-Fürst, XSD 4.0.0 has been uploaded to the Debian
unstable repository (the package is called xsdcxx and the XSD compiler
binary is also called xsdcxx).
