There is a 32-bit (i686) version that should be perfectly usable on
64-bit Windows:

We've actually implemented "proper" GCC plugin support for Windows[1],
it has been merged, and will be available in the upcoming GCC 8.1.0
release. We've also back-ported the patch to GCC 7.2.0 and our
build2-mingw distribution[2] includes the build of GCC with plugins
enabled.

We've also implemented initial support for building ODB as a dynamic
plugin for Windows using the build2 build system. It is still a bit
rough around the edges, but usable. So if you would like to build
ODB yourself, let me know and I will give you some pointers (it will
have to be the current master, however).
