I believe on Ubuntu /usr/local/lib is searched by default BUT you need
to update the cache after installig any *.so in there by running:

sudo ldconfig

I don't think one can achieve anything from within configure. However,
during the installation (of libodb*) the process prints are warning to
this effect.
