[odb-users] Building ODB compiler on Centos 6.7

Actually the missing part is the "gcc-4.8-plugin-dev" package that is
missing from "devtoolset-2"

I was able build ODB on Ubuntu 14.0.4 by getting that package, but that
does me no good as I need to run the ODB compiler running on CentOS 6.7
