[libcutl-users] libcutl 1.9.0 released

Hi,

We have released libcutl 1.9.0. The NEWS file entries for this version
are as follows:

  * Add xml::value_traits specialization for std::string.
  * Do not low-case paths in normalize() for Win32. Instead, do case-
    insensitive comparison.
