You should be able to build applications that use XSD if you have
access to a reasonably-compliant C++98 compiler. You can generate
the code on, say, Linux or Windows and then copy it to NonStop
and compile it with the C++ compiler there.

Building the XSD compiler itself for NonStop it trickier. Right
now you would need GCC. However, this will change in the upcoming
release of XSD.
