The file you mentioned above contains a pre-built binary of the XSD
compiler as well as the source code and makefiles for the examples.
If you would like to build XSD from scratch, you will need to download
the source distribution (xsd-3.2.0.tar.bz2). The link to this package
as well as other developer-oriented information is provided on the XSD
project page:
