Apache 2.0 is a supported free software license. However to say whether
your case falls under the FLOSS exception or not, we will need a little
bit more details on what useful functionality you will provide on top of
the generated code (i.e., what does "manipulating XML documents using
the generated code" really means in your case).

I believe that the Apache XML security library does its job on raw XML.
If that's the case then the fact that you use it is not relevant since
it does not depend on the generated code in any way (I can be mistaken
here, of course). It would also be helpful to know how do you expect
the clients of your library to use it.
